Mooncake can be a creature made of anti-matter but that doesn't mean his blasts are as well. And it's impossible for it to be since we see Mooncake power things like satellites with his powers, which would be impossible if they were anti-matter since when matter collides with anti-matter, annihilation occurs, if Mooncake blasted a satellite, he would annihilate it.
